Speaker: Bede Sheppard, Deputy Director,Children’s Rights Division, Human Rights Watch
Although schools and universities are protected under both international humanitarian law and international human rights law, parties to armed conflict will sometimes use them for military purposes (e.g., for bases or barracks). This imperils the welfare of teachers and students, leads to the destruction of important infrastructure, and violates the children’s right to education. Bede Sheppard, the deputy director of the Children’s Rights Division of Human Rights Watch, will discuss the global campaign that Human Rights Watch is launching to end this practice. He will also discuss the development of the new Lucens Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict.
Mr. Sheppard holds a bachelors degree from Harvard College, a Masters degree from the Fletcher School of Law and Diplomacy at Tufts University, and a law degree from Columbia University. He has conducted research and advocacy on the Democratic Republic of
Congo, Japan, India, Indonesia, Nepal, Pakistan, the Philippines, Thailand, and Yemen.
